First Qualification Certificate of Enterprise Registration Officer of Shanghai Granted

Recently, Ceremony of Granting Qualification Certificate of Enterprise Registration Officer of Shanghai was being held in Shanghai Exhibition Center. Liu Yuting, Deputy Director General of State Administration for Industry and Commerce (SAIC) granted Zhou Houwen, Deputy Director General of Shanghai Administration of Industry and Commerce (SHAIC) the very first Certificate of Registrar in China. Yin Weimin, Deputy Minister of Ministry of Personnel (MOP), Liu Yuting, Deputy Director General of SAIC, Zhou Taitong, Vice Mayor attended the ceremony and addressed their speeches.

On July 1st 2004, Law of People s Republic of China on Administrative Permission was put into effect. With a view to meeting its requirements, further simplifying administrative permission procedures and promoting administrative efficiency, Shanghai AIC has been focusing on the feasibility study of Registrar System since February 2004. Under direct instructions of SAIC and MOP and support of Shanghai government, the plan of establishing pilot Registrar System in Shanghai was drafted and improved. Thanks to sufficient preparations of Shanghai AIC, the experiment of Registrar System went on smoothly.

There are altogether 280 Registrars, all of whom possess college background. The 280 Registrars attended the training program and passed the exams organized by Shanghai Personnel Bureau and SHAIC. Granted the Certificate, Registrars, who have different grades from 1 to 7, are able to make decisions on the spot within their grade limits, which fits in well with the principles of Law of People s Republic of China on Administrative Permission.

Registrar System corresponds to international customs and will have significant impact on the enterprise registration reform.
