Shanghai Administration for Commerce and Industry (SHAIC) promoted early warning system on advertisement releasing actively while investigating and punishing illegal advertisements according to the law and strengthening law enforcement. Since the end of last year, SHAIC has issued eighteen Advertisement Censoring Notice . It is shown from ads monitoring data that average illegal ads rate per month has descended gradually and that the warning system on advertisement releasing has achieved elementary success.
In light of some tendency of illegal ads and the change of censoring criterion, SHAIC timely issued Advertisement Censoring Notice to mass media and ads companies with a view of reminding, warning and urging these ads operation units to better carry out ads censoring responsibility. Eighteen Advertisement Censoring Notice covered goods and service such as finance, medical service, cosmetics, medicines, healthy foods, going abroad intermediary service. This year, the bureau inhibited such ads as teaching stunt of playing cards and mah-jong which went against good social morals, real estate loan service without the permission of the China People s Bank , private detectives research of marriage loyalty , collecting evidence of lover affairs , loan pay-out which were beyond the business scope in the business license, prescription drug Shuangling Gubensan through mass media without being approved, etc. These activities restate the seriousness of laws and regulations in time and inhibit the reappearing and spread of illegal ads. Shown by this first half year s ads monitoring data, average illegal ads rate per month has descended gradually and in July it arrived the least 3.5%.
The implementation of advertisement publishing early warning system shows the spirit of administrating by law and active administration of SHAIC. Meanwhile, it has sharply reduced law enforcement cost and has achieved positive effect in cleaning the ads environment in Shanghai. |
