Third,The procedure of establishing the foreign funded enterprises(only for reference)
1.the suggestion letter of the project(the wholly investment fund is less than 5million is not necessary) and research report of feasibility
2.Approval Notification of Enterprise Name in SAIC and the preview of business scope
3.Bring the research report of feasibility and chapters to the Shanghai Foreign Trade and Economic Cooperation Bureau as well as other files needed by the Bureau.
4.after the approval by the Shanghai Municipal Government,going to the Shanghai Bureau of Quality and Technical Supervision to process the enterprises code.
5.Got the certificate of approval of establishing the foreign funded enterprise in Shanghai Foreign Trade and Economic Cooperation Bureau
6.Make the registration step in the SAIC and get the business licence.
7.Make the company seal and an open accounts in Shanghai foreign exchange control Bureau,the tax registration in taxation bureau and the custom registration in the Shanghai customs and finance registration in Shanghai finance Bureau.
Now the company can start its business.

registered capital :registered capital can equals to the whole volume of investment funds,can also be less the it.The followings are must be obeyed:
the total volume of the investment funds the registered capital
3million or less no less than 70%
3million-4.2million no less than 2.1million
4.2million-10million no less than 50%
10million-12.5million no less than 5million
12.5million-30million no less than 40%
30million-36million no less than 12million
36million or above no less than 1/3 of the total volume
the date of the funds invested:the date of the funds invested must be noted in the rules of the foreign funded enterprises.If the investor invests the funds for just once, the work must be finished in 6months from the time the investor get the business licence.If the investor invests the funds through several times,the first investment funds is no less than the 15% of the all sides agreed and must be finished in 3 months from the time the investor get the business licence.the rest of the funds must be finished through the company's rules,the followings must be obeyed:
the registered capital the total period of finishing the investment other things
0.5million or less must be finished in 1 year since the day of getting the business licence
0.5million-1million must be finished in 1 and half year the same as above
1million-3million must be finished in 2 year the same as above
